In 2016, three non-state pension funds were merged into JSC NPF SAFMAR: European Pension Fund (JSC), NPF REGIONFOND (CJSC) and JSC NPF Education and Science. Reorganization of the funds was carried out in the interest of their customers in order to increase the efficiency of the management of pension assets and improve the level of customer service. Consolidation of the funds will enhance the control over risks, operating processes and expenses. JSC NPF SAFMAR is a member of the system for guaranteeing the rights of insured persons.


On what grounds was the decision on the reorganization of NPF European Pension Fund (JSC), NPF REGIONFOND (CJSC) and JSC NPF Education and Science in the form of consolidation with JSC NPF SAFMAR made?

The reorganization of the funds is based on the decision of shareholders of all the NPFs.

What permits were obtained to carry out the reorganization?

On August 18, 2016, the Central Bank of the Russian Federation made a decision to satisfy the request to reorganize JSC NPF SAFMAR in the form of incorporation of three other funds: European Pension Fund (JSC), NPF REGIONFOND (CJSC) and JSC NPF Education and Science. Earlier, in May 2016, the reorganization of the funds was approved by the Federal Antimonopoly Service.

How will the consolidation of the funds affect the customer, obligations to insured persons and participants?

According to the requirements of the Bank of Russia, all terms and conditions of obligatory pension insurance (OPI) agreements and non-state pension provision (NPP) agreements remain in full force and effect (Article 33 Clause 3 of 75-FZ: “Reorganization of the Fund is carried out according to the resolution of the General Meeting of Shareholders in agreement with the Bank of Russia provided that the terms and conditions of non-state pension provision of members will not be compromised”).

All current obligations of the funds to their customers will remain in force and will be performed by JSC NPF SAFMAR in full according to the terms and conditions of obligatory pension insurance agreements and non-state pension provision agreements concluded.

Is it necessary to renew the agreements that have been entered into with the incorporated funds?

It is not required to renew the agreements. All terms and conditions of obligatory pension insurance (OPI) agreements and non-state pension provision (NPP) agreements remain in full force and effect according to insurance (for OPI) and pension (NPP) rules applicable at the date of conclusion of the pension agreement.

If a contributor (member) under a NPP pension agreement wishes to change the conditions of the scheme according to pension rules of JSC NPF SAFMAR, they will be advised to enter into a supplemental agreement to their NPP agreements.

What does the name of the fund “SAFMAR” mean?

The name “SAFMAR” is generated from the names of the parents of Mikhail Gutseriev and, therefore, the grandfather and grandmother of Mikail Shishkhanov – Safarbek and Marem. The name of the Fund is an homage to ancestors by shareholders of JSC NPF SAFMAR. It emphasizes that a family is the most important value for anyone.

Why was the license issued to JSC NPF SAFMAR on April 16, 2004, but the name “SAFMAR” appeared only in 2015?

Previously the fund was called CJSC NPF Raiffeisen. In 2015, the transaction for the acquisition of the fund from JSC Raiffeisenbank was completed. Then the fund was renamed JSC NPF SAFMAR.

What is the reliability rating of JSC NPF SAFMAR?

The fund has a rating at the level of A++ (exceptionally high (highest) level of reliability) of the rating agency Expert RA. The rating is an expert assessment of the rating agency Expert RA and shows the NPF’s degree of reliability.

Expert RA is the largest national rating agency in Russia and is included in the Register of Accredited Rating Agencies of the Ministry of Finance of the Russian Federation.

When did JSC NPF SAFMAR join the savings guarantee scheme?

JSC NPF SAFMAR (previously CJSC NPF Raiffeisen) joined the system for guaranteeing the rights of insured persons early in 2015. This system is a special state program initiated by the Deposit Insurance Agency, it ensures the safety of the nominal value of all amounts contributed to the pension account of a future pensioner. All the funds participating in the reorganization (JSC NPF SAFMAR, NPF European Pension Fund (JSC), NPF REGIONFOND (JSC), NPF Education and Science, JSC NPF Doverie) are members of the system for guaranteeing the rights of insured persons.

Will the number of outlets increase? Will service become more convenient?

Customers of JSC NPF SAFMAR will be serviced in bank branches of the BINBANK Group (now about 500 offices in more than 180 cities). We are seeking to increase the number of the Partner’s fund.

What will happen with pension savings of customers of the incorporated funds?

Pension savings of customers of the incorporated funds will continue generating in JSC NPF SAFMAR. Upon the reorganization in the form of consolidation with JSC NPF SAFMAR the legal relations between the funds and their customers will not change. JSC NPF SAFMAR will continue to fulfill all obligations of the incorporated funds to their customers.

Will the yield be lost if the customer has been a member of the incorporated fund for less than five years?

No, it won’t. Upon reorganization no conditions will be less favorable for customers of the incorporated funds.

How will the accumulated yield be calculated for customers of JSC NPF SAFMAR who previously were customers of one of the three incorporated funds?

The accumulated yield will continue to be calculated on an accrual basis.

I receive pension from one of the incorporated funds under a non-state pension provision agreement according to the payment contract. Will JSC NPF SAFMAR continue to pay me the pension and will JSC NPF SAFMAR carry out indexation on a yearly basis?

The reorganization in the form of consolidation with JSC NPF SAFMAR does not result in any changes of obligations to customers: the funds will continue paying pensions, accrue investment income on accounts of depositors and participants and carry out indexation of pensions in case of receipt of relevant contributions and investment income.

What changes will occur in the payment of accumulative pension?

There will be no changes in the payment of accumulative pension for customers of the funds, all obligations to customer will be performed in full.

I am a successor under a NPP agreement. I have a certificate of the right to the payment of the inherited amount from pension accounts of a deceased customer that were opened in one of the incorporated funds. When and what NPF will make the payment?

The payment will be made on the date provided by the Pension Rules of the incorporated NPF. The payment obligations will be fulfilled by JSC NPF SAFMAR.

I am a successor under an OPI agreement. I have applied to one of the incorporated NPFs. Please specify which one is to pay me the money?

The payment will be made by JSC NPF SAFMAR.

I am a customer of one of the incorporated funds. Will I be able to use my personal account?

At the moment, the access to the Personal Account is available to customers who had the possibility to connect to the service (including customers of the incorporated funds NPF European Pension Fund (JSC) and NPF REGIONFOND (JSC)).
